Click a theme to activate it, and you stay on the page you were on, in the admin area or on the front end. The active theme is highlighted. Only administrators see the menu. It is simply a quick option for switching themes and impacts both admin view and public view. This is not ideal for admins to switch quickly during development or testing on a live site.
